
Recognized as a pre-eminent public sector
labor relations attorney, John Liebert has built his reputation by
successfully representing hundreds of public agencies - including cities
and counties, schools, colleges and special districts - throughout
California, Arizona, and Nevada, John Liebert has effectively
represented public agency management before the California Public
Employment Relations Board, Personnel and Civil Service Commissions, the
Equal Employment Opportunity Commission and the Department of Labor in
arbitrations, fact-findings and other administrative proceedings, and
before trial and appellate courts. He has negotiated many hundreds of
labor agreements covering all types of public employees. His expertise
encompasses the full sweep of public sector employment and labor law.
Prior to founding Liebert Cassidy
Whitmore, John served as Deputy City Attorney and then as Assistant City
Manager and Labor Relations Counsel for the City of Sacramento.
During the course of his career, John has
served as a spokesperson for the League of California Cities before
legislative committees and federal and state executive branch officials.
He served in that capacity on behalf of the League and the National
Public Employer Labor Relations Association in connection with the
application of the Fair Labor Standards Act to state and local
government. Recently he represented the League and the California State
Association of Counties in connection with legislation providing for
interest arbitration for safety personnel and putting local agencies
under the jurisdiction of the Public Employment Relations Board.
John is an accomplished writer and
speaker in the field of public sector labor and employment relations
law. His writings include manuals and articles such as the "Management
Strike Handbook," "Implementing the Fair Labor Standards Act,"
"Comparable Worth in the Courts," "Unilateral Action on Bargainable
Issues," "Do Individuals Have Bargaining Rights Under the Meyers-Milias-Brown
Act?", "Bargaining in Hard Times" and "Can Arbitration Lock the
Courthouse Doors to Employment Claims" which have been published by the
Hastings Law Journal, the University of California's Institute of
Industrial Relations, the International Personnel Management
Association, the National Public Employer Labor Relations Association
and the League of California Cities.
John has made hundreds of presentations
on a wide variety of employment and labor topics to many professional
organizations throughout the country, including the Institute of
Industrial Relations at both UCLA and UC Berkeley, the American Bar
Association, the California Bar Association, the American Arbitration
Association, the International Personnel Management Association, the
League of Cities organizations of California, Arizona, Oregon and
Washington, the California State Association of Counties, the State of
Hawaii Department of Employment and the National Public Employer Labor
Relations Association.
He has been recognized by both the
National and California Public Employer Labor Relations Associations
with their highest awards of excellence.
