Revisions to the Title 5 Regulations

Laura Schulkind, in collaboration with community college HR professionals, spearheaded an unprecedented proposal to allow community college professionals from the field to draft amendments to the State's regulations regarding EEO planning and diversity hiring.  Amendments were needed to modernize the regulations. As a result, the State Chancellor's Office formed a Title 5 Task Force that included representation from constituent groups throughout the community college system. Laura served pro bono as the legal consultant to the task force and worked extensively with the Task Force over a 5-year period to develop the newly revised Title 5 Regulations and shepherd them through the review and approval process. These regulations allow community colleges to develop hiring policies that update and expand the concept of diversity hiring while remaining in clear compliance with all applicable laws. These regulations create an unprecedented example of district policy serving as a catalyst for inclusion.

The Association of California Community College Administrators (ACCCA) recognized Laura for her work by presenting her with the ACCCA Award for Progress in Diversity. Laura is the first non-campus administrator to be recognized by the award.
