Emanuela has successfully argued dispositive motions, including motions for summary judgment.

Alexander (Alex) is an Associate in Liebert Cassidy Whitmore’s Los Angeles office where he provides assistance to clients in matters pertaining to labor and employment law and litigation. 

Alex has significant experience drafting and negotiating Project Labor Agreements (PLAs) on behalf of public sector clients throughout the state, as well as providing advice and counsel to clients regarding issues that arise under such agreements after adoption, including disputes about payments and threatened work stoppages. Alex has worked with cities, counties, joint powers authorities and special districts on PLAs that cover work on a single-project, as well as agreements that cover multiple distinct projects.  In total, Alex has worked on PLAs that cover or will cover in excess of four billion dollars in construction work.  Alex works with clients and their technical staff to ensure that such agreements address key operational issues so that the project(s) covered by the agreement are delivered in an efficient and timely manner, and that issues that may arise in the field and lead to delays are instead addressed at the negotiating table.  Alex also works with elected policymakers to incorporate policy goals that may be included in such agreements, including local or targeted hiring, preference for certain business enterprises, and apprenticeship and pre-apprenticeship training programs etc.

Brian Walter represents clients in all aspects of employment and labor law, including litigation, counseling on employment and labor relations matters, training and presentations, employee discipline matters, administrative hearings, and investigations.  Brian has handled class actions and collective actions in federal and state courts and is Chair of the firm's Litigation Practice Group.  Brian has extensive experience handling FLSA issues and representing law enforcement agencies, including successfully defending employee discipline matters for sworn and civilian law enforcement personnel. Brian has written amicus briefs on behalf of public employer organizations to the Third Circuit, Ninth Circuit and U.S. Supreme Court. He has also published numerous articles regarding labor and employment issues, including articles for the IPMA Public Personnel Management Journal, Los Angeles Daily Journal, and California Public Employee Relations Journal.

Alex Wong is an experienced litigator and appellate attorney with extensive litigation experience including law and motion practice, discovery, settlement negotiations, trial and appeals in state and federal courts.  Alex litigates cases involving discrimination, harassment, retaliation, wrongful termination, civil rights litigation, and wage and hour claims on behalf of cities, counties, school districts, community college districts, special districts and independent schools.  He is an expert in preparing dispositive motions in single and multi-plaintiff lawsuits and has a proven record of success in obtaining dismissals based upon these motions.

Oliver provides representation and legal counsel to Liebert Cassidy Whitmore's city, county, special district, school and community college district, charter school, and public safety clients. He leads the firm’s Audit Services Practice Team. In addition, his practice involves representing and advising clients on a variety of labor and employment issues including labor negotiations, personnel rules and policies, the Fair Labor Standards Act, laws and regulations of public employment retirement plans, the Brown Act and Public Records Act, unfair labor practices, employee grievances, leave and disability issues, and disciplinary actions.

Joung has successfully represented public agencies in state and federal court for 14 years in all phases of litigation: discovery, law and motion, jury trials and appeals. He routinely represents employers involving alleged violations of Title VII, the Fair Employment and Housing Act, Age Discrimination in Employment Act, the California and United States Constitutions centered on claims for wrongful discharge. Joung has compiled numerous victories for clients with dispositve motions, at trial, in settlement, and successfully argued before the Court of Appeal and the Ninth Circuit.
