Troy M. Heisman

Troy M. Heisman is an Associate Attorney in the San Francisco Office of Liebert Cassidy Whitmore, where he provides advice and counsel regarding a variety of employment law matters. His practice is focused on litigation, investigations and public safety employment issues, including the Public Safety Officers Procedural Bill of Rights and the Firefighters Procedural Bill of Rights Act. Troy is an experienced investigator and litigator. Troy litigates in both state and federal court and has experience from pre-litigation through trial.
Prior to joining LCW, Troy honed his litigation skills as a member of the United States Navy Judge Advocate General Corps (JAGC) where he served multiple roles including as a prosecutor, defense counsel, and government attorney. In these roles, Troy oversaw the investigations of more than 200 cases, personally served as trial team leader for a 50 case docket, and tried 7 jury trials to verdict. His experience ranges from administrative hearings to jury trials on matters including employment, harassment, violence, and performance issues.
While enrolled at the University of North Carolina School of Law, Troy was awarded the Eugene Gressman and Daniel H. Politt Oral Advocacy Award for Best Appellant Argument. During his time as a law student, Troy worked as the Articles & Notes Editor at the First Amendment Law Journal while also acting as an active member of the Moot Court Corporate Appellate Advocacy Team. As an undergraduate, Troy attended the University of San Diego where he received a Bachelor of Arts in History with Departmental Honors.
