Victoria M. Gómez Philips is a nonprofit and business attorney based in the Los Angeles office of Liebert Cassidy Whitmore. Victoria specializes in advising nonprofit organizations and government agencies on business and transactional matters. Her work encompasses assessing legal and business risks in strategic partnerships, vendor contracts and disputes, operations, and company policies.
Victoria assists nonprofit clients with a range of corporate needs, including formations, tax-exemption applications, corporate governance, gift and donation agreements, and nonprofit dissolutions. She is also experienced in guiding clients through construction-related matters, such as drafting and negotiating various agreements, including contractor, architect, construction management, program management, and joint use/joint occupancy agreements. Her expertise extends to preparing requests for qualifications, requests for proposals, prequalification documents, and public bidding and construction documents.
In her work with public agencies, including community college districts, Victoria provides counsel on Brown Act compliance, competitive bidding processes for goods and services contracts, and the legal requirements for energy conservation agreements. Prior to joining Liebert Cassidy Whitmore, Victoria gained substantial experience at law firms in Los Angeles, where she advised entrepreneurs and businesses on entity formations, vendor contracts and disputes, operational matters, company policies, and workers’ compensation issues. During law school, she externed at the Financial Industry Regulatory Authority (FINRA) and clerked for the California Department of Justice, Office of the Attorney General. She also served as a law clerk for the Community Development Project at Public Counsel, assisting clients with landlord-tenant and state licensing matters, developing operational manuals and employment documents, and creating small business workshops on business, marketing, and legal topics.
