Negotiating Public Safety Policies
Across California, public safety agencies are under constant pressure to improve the quality and efficiency of their services with limited resources. In response to pressure, which can include legislative reform, public opinion, and calls for increased transparency and media oversight, agencies may want – or need – to implement new administrative policies, operational directives, or personnel rules. Those proposed policy changes will often be met with demands from labor groups to negotiate, and missteps in the bargaining process have the potential to cause significant delays, setbacks, or even legal disputes.
