James E. “Jeb” Brown is a Senior Counsel in the Los Angeles office of Liebert Cassidy Whitmore, where he assists a wide-range of public entity clients in high-stakes litigation matters. As a former City of Riverside Supervising Deputy City Attorney and Riverside County Chief Assistant County Counsel, Jeb regularly oversaw complex issues such as tort defense litigation matters, personnel advisory services, and general risk management issues.
Jeb has an extensive background working with public safety agencies, providing advice on labor and employment issues and representing public agencies and their employees in both state and federal court. He served as the City of Riverside’s Legal Advisor to Public Safety (Police and Fire) and as Chief Assistant County Counsel for Riverside County, represented public safety departments including the Probation Department, Fire Department and Sheriff’s Department.
Jeb is a Past President and board member of the Leo A. Deegan Inn of Court and the Inland Empire Federal Bar Association. He was an adjunct professor at Laverne School of Law (Civil Rights, First Amendment, Federal Courts and Conflict of Laws). Jeb was a former Lawyer Representative to the Ninth Circuit and currently serves the Federal Court as an Attorney Settlement Officer. Jeb is also a Fellow of the International Municipal Lawyers Association and is a Certified ADA Coordinator, with certificates in employment and public safety. Finally, Jeb is also the Assistant Executive Director of the Americans for Effective Law Enforcement (AELE).
