AB 1119 – Requires the Commission on Teacher Credentialing to Evaluate Existing Processes to Streamline Dual Credentialing
Existing law requires the Commission on Teacher Credentialing (Commission) to set standards for issuing and renewing teaching credentials, certificates, and permits. A key requirement for obtaining a preliminary multiple-subject, single-subject, or education specialist teaching credential is completing a specified professional preparation program. The Commission is also authorized to issue a PK–3 early childhood education specialist instruction credential.
AB 1119 requires that by March 1, 2027, with input from stakeholders, the Commission create and implement regulatory processes that streamline:
- teacher candidates obtaining multiple subject, single subject, or PK–3 early childhood education specialist instruction credentials, and an education specialist credential, known as dual credentialing;
- existing teachers with certain credentials to acquire an education specialist credential; and
- existing teachers with an education specialist credential to obtain other teaching credentials.
The bill requires the Commission to evaluate existing processes used by individuals holding multiple subject credentials; evaluate existing preparation material to create efficiency; evaluate barriers to dual credentialing; and evaluate existing processes used by other states for dual credentialing.
