Executive Order Roundup – Week 24
Each week, Liebert Cassidy Whitmore provides a summary of newly issued Executive Orders and other significant Presidential and federal actions that have a foreseeable impact on governance, compliance, and operational policies for California employers. Update: Supreme Court allows Trump Administration to Implement Department of Education Layoffs
On July 14, 2025, the United States Supreme Court issued a stay of a lower court’s preliminary injunction, thereby allowing the Department of Education (DOE) to proceed with the planned layoff of approximately 1,300 employees.
In March 2025, the DOE notified affected personnel of an impending reduction in force. However, on May 22, 2025, a federal district court judge issued an injunction temporarily blocking the Trump administration from carrying out the layoffs.
The Supreme Court’s stay effectively reverses the district court’s ruling, permitting the layoffs to move forward while litigation continues. The Court did not accompany its order with any explanation or reasoning.
