A.J. Thomas is Senior Counsel in Liebert Cassidy Whitmore’s San Francisco office, where he advises clients on labor relations, employment compliance, workplace investigations, executive employment negotiations, and governance matters. A.J. helps clients navigate complex workplace and organizational challenges by providing practical counsel grounded in regulatory analysis, risk assessment, negotiation, and dispute resolution.
A.J.’s counsel is informed by significant public sector leadership experience. A.J. served as President of the governing board for a public retirement system, where he oversaw strategic, personnel, fiduciary, compliance, and policy matters affecting agency operations. He also served as the Board’s principal negotiator for executive employment contracts.
His labor relations background includes serving on collective bargaining teams and holding several elected labor leadership positions. He participated in labor management negotiations, represented employees in workplace and policy discussions, and contributed to public sector labor policy and workforce development initiatives. This background gives him valuable insight into the interests and strategies that shape labor management relationships.
Prior to joining LCW, A.J. spent more than a decade administering workforce compliance programs involving public contracting, labor standards, local hiring requirements, and employment related regulations. He conducted fact finding, stakeholder interviews, investigations and prepared reports, legal memoranda, recommendations, and corrective action plans. Earlier in his career, he handled litigation matters from initial assessment through discovery, motion practice, mediation, settlement, and resolution.
A.J. earned his J.D. from the University of California College of the Law, San Francisco, his M.A. in Political Economics from American University, and his B.A. in Political Science from the University of California, San Diego. He is admitted to practice law in California.
