Angelo A. Villarreal is an Associate in Liebert Cassidy Whitmore’s Fresno office. His practice focuses on collective bargaining, labor relations, workplace investigations, employment counseling, board governance, and public agency compliance. Angelo regularly advises clients on personnel matters, workplace policies, employee discipline and terminations, Brown Act compliance, the California Public Records Act (CPRA), and public agency board governance. He also conducts workplace and Uniform Complaint Procedure investigations and represents clients in matters before the Public Employment Relations Board, California Civil Rights Department (CRD) and the Equal Employment Opportunity Commission (EEOC).
Prior to joining LCW, Angelo advised public agencies and school districts on a broad range of labor, employment, and education law matters. He served as chief labor negotiator for multiple collective bargaining units, counseled clients on labor relations and workplace issues, conducted workplace investigations, responded to CPRA requests, drafted responses to administrative complaints, and provided strategic guidance on compliance with California laws governing public agencies.
Earlier in his career, Angelo represented management in labor and employment litigation involving wage and hour class actions, wrongful termination, harassment, family and medical leaves, discrimination, and retaliation claims. He also gained judicial experience through externships with the California Court of Appeal, First District, and the U.S. District Court for the Northern District of California, where he researched complex legal issues and drafted proposed judicial opinions and orders. As a certified law clerk with the Alameda County District Attorney’s Office, he first chaired a jury trial to verdict.
Angelo earned his J.D. from the University of California College of the Law, San Francisco (formerly UC Hastings College of the Law), where he served as Senior Technology Editor of the Hastings Business Law Journal. He received his B.A. in Global Studies, with a minor in Portuguese, from the University of California, Santa Barbara. Angelo is fluent in both Spanish and Portuguese.
