Gage C. Dungy, a partner in Liebert Cassidy Whitmore’s Sacramento office, has over 20 years of experience providing management-side representation and legal counsel to clients in all matters pertaining to labor and employment law throughout the State of California.  Gage’s clients include cities, counties, special districts, and hospitals as well as non-profit agencies and other employers.

Throughout the course of his legal career, Gage has represented and advised public agency employers on all aspects of labor and employment law issues, including matters pertaining to employment discrimination, harassment, retaliation, disability accommodation, family/medical leaves of absence, wage and hour law, employee discipline and due process. He also regularly works with clients in the meet and confer process, labor relations and negotiations, and the preparation of employment guidelines and policies.

In addition to providing advice and counsel to clients on labor and employment law issues, Gage also served as chief negotiator for public sector agencies in labor negotiations with their employee organizations, including both miscellaneous and safety employee units covered under the Meyers-Milias-Brown Act (MMBA). He has successfully negotiated Memoranda of Understanding involving police officers, sheriffs, firefighters, public safety management staff, miscellaneous employees, management and supervisory staff in addition to other bargaining units. In negotiations, Gage excels in forging strong, effective relationships both with his clients and the employee organization representatives with whom he works. Based on this experience, he is very familiar with the relevant laws and strategic considerations related to the representation of public sector clients at the bargaining table, including the impact of the MMBA’s impasse fact-finding obligations.

Gage also tracks labor and employment law legislation and has worked closely over the years with the League of California Cities, California State Association of Counties (CSAC), and California Special Districts Association (CSDA) to advise on the impacts of such legislation.

Additionally, Gage is a popular training speaker in the areas of performance management, preventing workplace harassment, family/medical leaves of absence, wage and hour law, the meet and confer process, and public safety employment. He has also published articles on current labor and employment law cases and trends in the Daily Journal and the California Public Employee Relations Journal.

Professional and Community Involvement

Gage is a member of the Sacramento County Bar Association and is active within its Labor and Employment Law Section, where he has provided an annual legislative update on new labor and employment laws for the past several years.

A graduate of the University of California Davis Law School, Gage served on the school’s Alumni Association Board of Directors from 2006 to 2016, including as its Board President from 2013 to 2015.

Recognitions

Gage was recognized as a Northern California Super Lawyer in 2023 and 2024 and also as a Northern California Rising Star in the field of employment and labor law for nine straight years from 2009-2018.   He has also been recognized in Sacramento Magazine’s 2023 list of Top Lawyers in Sacramento.

He was also the recipient of the University of Notre Dame Young Alumni Award in 2008.

While in high school, Gage was selected to attend the California Boys State program in Sacramento. While there, he passed their bar exam, was elected by his peers to the State Supreme Court and wrote the first judicial opinion in the history of the program and was selected as “Judge of the Year”.
