LCW Announces New Senior Counsel James E. “Jeb” Brown

(Los Angeles, CA) February 24, 2022 – Liebert Cassidy Whitmore (LCW) is pleased to announce that James E. “Jeb” Brown has joined its Los Angeles office as Senior Counsel, effective January 3, 2022. Jeb, a Riverside, Calif. native, most recently served as Riverside County’s Chief Assistant County Counsel where he supervised more than 30 attorneys representing multiple County departments —including the Probation, Fire and Sheriff’s Departments.

Jeb began his career with a Riverside law firm that specializes in civil litigation,  and personal injury and construction defect matters. There, he represented numerous public entities in both state and federal court. Jeb was later hired by the Riverside City Attorney’s Office as a Deputy City Attorney in the Litigation Services section where he was involved in tort defense litigation matters, supervision and direction of outside counsel, personnel advisory services, general risk management issues and worked closely with the Riverside Police Department in providing law enforcement-related legal services. During his tenure at the Riverside City Attorney’s Office, Jeb also was the Supervising Deputy City Attorney for the Litigation Services section and legal advisor to the public safety departments (police and fire). He provided counsel on employment issues and represented the City and its employees in both state and federal court. Jeb also worked for a Los Angeles-area municipal law firm representing a wide-ranging roster of public agencies.

Jeb is a past president and board member of the Leo A. Deegan Inn of Court and the Inland Empire Federal Bar Association. He is also a former adjunct professor at the University of La Verne College of Law where he instructed students in civil rights, first amendment, federal courts and conflict of laws-related courses. Jeb is a former lawyer representative to the Ninth Circuit and currently serves the Federal Court as an attorney settlement officer. Jeb is a certified ADA Coordinator with certificates in Law Enforcement and Employment.  He also serves as Assistant Executive Director for the Americans for Effective Law Enforcement (AELE.org).  Jeb has been a speaker for the League of California Cities, Federal Bar Association, California County Counsel’s Association, International Municipal Lawyers Association, Institute for the Prevention of In-Custody Death, University of La Verne College of Law Civil Rights Symposium and the Los Angeles County Bar Association.
