Jessica Neighbors is an Associate in the Los Angeles office of Liebert Cassidy Whitmore, where she provides advice and counsel on a wide range of labor and employment law matters.
Jessica represents LCW’s public agency clients in litigation matters concerning state and federal anti-discrimination laws, including harassment and retaliation claims. In addition to her litigation practice, Jessica represents clients in administrative hearings, with a focus on employee disciplinary hearings.
Jessica advises public agency managers regarding: workplace investigations; the Skelly pre-disciplinary due process requirements; and other complex personnel issues. Jessica assists clients navigate disputes regarding industrial disability retirements.
Prior to joining LCW, Jessica served as an Associate at a notable Southern California law firm, where she handled a high volume of employment litigation cases through all phases, from pre-litigation to trial. Her practice included representing corporate and governmental clients in complex employment disputes, such as wrongful termination, discrimination, retaliation, and harassment claims. Jessica has experience in litigation, including deposing witnesses, preparing for trial, drafting and arguing motions, and conducting detailed factual investigations. Notably, she played a key role in a publicized trial, representing the County of Los Angeles District Attorney, where she managed trial exhibits, prepared witnesses, and contributed to trial strategy.
Jessica has also overseen complex general liability and professional malpractice cases. Her experience includes providing legal counsel to hospitals on matters of medical malpractice liability, as well as delivering formal presentations on strategies to mitigate legal risks and prevent liability exposure.
Jessica began her legal career with clerkships at Disability Rights California and the California Department of Fair Employment and Housing, where she gained early exposure to civil rights and employment discrimination cases.
She earned her Juris Doctor from the University of California, Los Angeles School of Law and holds a Bachelor of Arts in Psychology with a minor in Disability Studies from UCLA, where she was recognized for academic excellence in the College Honors Program and on the Dean’s Honors List.
