Classification & Compensation Consultant
Kim Catacutan is an experienced human resources professional currently serving as a Classification & Compensation Consultant in the Sacramento office of Liebert Cassidy Whitmore. With over two decades of human resources experience and a graduate degree in industrial/organizational psychology, Kim supports public sector and nonprofit clients by leading classification and compensation studies, developing job descriptions and salary structures, and advising on organizational development strategies.
Prior to joining Liebert Cassidy Whitmore, Kim provided consulting services to local governments and special districts through her own firm and other respected consultancies. In these roles, she managed a wide range of human resources projects including classification reviews, salary surveys, and talent acquisition initiatives. Her work also involved client relations, project scoping, and proposal development, reflecting both her subject-matter expertise and business acumen.
Kim’s earlier career included key roles with the City of Sacramento, University of California, Davis, and CPS HR Consulting, where she planned and executed recruitment strategies, conducted job analyses, presented findings to executive leadership and civil service boards, and supported various HR functions across large organizations. She also served as a production manager for a background screening company, where she led a team responsible for high-volume social media investigations used in employment decision-making.
Kim earned her Master of Arts in Industrial/Organizational Psychology from California State University, Sacramento, and holds a Bachelor of Science in Applied Developmental Psychology from California Polytechnic State University, San Luis Obispo. She also completed the FCRA Core Certificate Program through the Professional Background Screening Association.
