Stephanie Zeitlin is an Associate in the Sacramento office of Liebert Cassidy Whitmore, where she advises and represents California public agencies on employment and administrative matters. With more than 20 years of experience in both civil practice and prosecution, she helps clients navigate workplace disputes, investigations, and litigation. Her extensive appellate background also gives her valuable insight into how decisions made early in a matter can affect its outcome.
Stephanie brings a practical, well-rounded perspective to her work. Her experience advising government leaders, representing public-sector employees, and guiding trial attorneys allows her to understand complex matters from multiple angles. She uses that insight to identify potential concerns early, evaluate available options, and help clients make informed decisions.
Before joining LCW, Stephanie represented a California state agency in litigation and administrative proceedings involving employee discipline, discrimination, retaliation, workplace investigations, and institutional liability. In that role, she advised executive leadership on compliance, litigation strategy, and legal risk. Earlier in her career, Stephanie represented California peace officers in disciplinary and administrative proceedings arising from internal investigations and employment actions, including contested matters before the California State Personnel Board.
Stephanie also handled and briefed hundreds of appellate matters before California state and federal courts, including the California Courts of Appeal and the California Supreme Court. She prepared appellate briefs, writ petitions, and other pleadings involving significant constitutional, statutory, and procedural questions and twice argued before the California Supreme Court. She also guided trial attorneys on issue preservation, evidentiary objections, jury instructions, verdict forms, and developments in case law. In a prior appellate practice leadership role, Stephanie managed attorneys, reviewed appellate work product, supervised legal interns, and authored a misdemeanor appeals guide used by more than 300 attorneys.
Stephanie earned her J.D. from the Walter F. George School of Law at Mercer University and her B.A. in Psychology from the University of Georgia.
