Liebert Cassidy Whitmore (LCW) is pleased to announce new Office Managing and Co-Managing Partner appointments in its Fresno, Sacramento, and Los Angeles offices, reflecting the firm’s continued growth and long-term investment in leadership across California.
Michael Youril and Gage C. Dungy have been named Office Managing Partners of LCW’s Fresno and Sacramento offices, respectively. Effective March 1, 2026, Alysha Stein-Manes will serve as Co-Managing Partner of the firm’s Los Angeles office.

Michael represents public agency employers in employment, labor, and retirement law matters, with deep subject matter expertise in CalPERS, disability retirement, and benefits compliance. He is recognized for his balanced perspective, disciplined approach, and ability to lead with purpose while fostering teamwork and accountability within his office.
Gage brings more than two decades of experience advising cities, counties, special districts, hospitals, and nonprofit organizations on labor relations, collective bargaining, and employment law compliance. He is widely respected for his collaborative approach, strategic insight, and steady leadership within the firm and the broader public-sector legal community.
Alysha represents educational institutions in employment, labor, governance, and student matters, advising both public and private higher education clients, and counseling on retirement and benefits issues, including CalSTRS and CalPERS compliance. She is known for her thoughtful, collaborative leadership style and strong commitment to mentorship, including her leadership of the firm’s Summer Associate program, where she has helped cultivate the next generation of LCW attorneys.
In their respective roles, Michael, Gage, and Alysha will advance LCW’s strategic growth, strengthen client relationships, and support the continued development of attorneys and staff across the firm.
