The Thin Blue Line

J. Scott Tiedemann co-authored an article for the Daily Journal on Senate Bill 1421 which took effect Jan. 1, 2019. This bill dramatically increases the public’s access to certain peace officer personnel records relating to police misconduct and serious uses of force. While the law’s premise to increase transparency and public accountability is straightforward, the rollout and unforeseen costs associated with the disclosure requests has proved to be problematic.
