Cindy Allen

Cindy Allen is an Associate in Liebert Cassidy Whitmore’s San Francisco office. Cindy has dedicated her career to providing top tier representation to public education agencies. Cindy’s practice supports the overall operation of community college districts and school districts. In the area of employment, Cindy regularly supports investigations and assists in reviewing Equal Employment Opportunity plans. In the area of business and procurement services, she regularly drafts and reviews vendor contracts and negotiates contract terms and conditions. In the area of facilities, Cindy assists with researching and advising clients on statutory and regulatory requirements, including requirements of the California Public Contract Code, Education Code, Public Resources Code, and other applicable laws. She also assists in the review of construction related agreements and documents.
Cindy gained education law expertise through time spent at a Northern California firm and a Georgia firm where she represented K-12 public school districts. In these roles, Cindy handled issues related to special education, including due process hearing requests, assisted school districts in handling Title IX complaints, and addressed student discipline issues. Prior to joining LCW, Cindy also spent time interning for multiple judges, including at the United States District Court for the Eastern District of Louisiana, United States Court of Appeals for the Fifth Circuit, and Equal Employment Opportunity Commission, Hearings Unit.
Cindy obtained her J.D. from Emory University School of Law. Cindy graduated as a member of the Order of the Coif. As an undergraduate, Cindy attended the University of Tulsa, where she received a Bachelor of Arts in English and Sociology.
