Cindy Allen
Associate
Cindy Allen is an Associate in Liebert Cassidy Whitmore’s San Francisco office, where her practice focuses on public education, labor and employment, investigations, business and procurement, and facilities matters. She is dedicated to representing public education agencies, with a particular emphasis on supporting the overall operations of school districts and community college districts.
In the area of employment, Cindy supports investigations and assists in reviewing Equal Employment Opportunity plans. Her business and procurement practice includes drafting, reviewing, and negotiating vendor contracts’ terms and conditions to support district operations and minimize risk. In facilities matters, Cindy assists with researching and advising clients on statutory and regulatory requirements, including the California Public Contract Code, Education Code, Public Resources Code, as well as reviewing construction-related agreements and documents.
Cindy developed her education law experience while practicing at firms in Northern California and Georgia representing K-12 public school districts. In these roles, she handled matters involving special education, including due process hearing requests, assisted school districts in handling Title IX complaints, and addressed student discipline issues. Prior to joining LCW, Cindy also interned for multiple judges and agencies, including at the United States District Court for the Eastern District of Louisiana, the United States Court of Appeals for the Fifth Circuit, and Equal Employment Opportunity Commission Hearings Unit.
Cindy obtained her J.D. from Emory University School of Law, where she graduated as a member of the Order of the Coif. She received her Bachelor of Arts in English and Sociology from the University of Tulsa.
