LOS ANGELES- We are pleased to announce that Ian M. Morgan has joined Liebert Cassidy Whitmore (LCW) as our Classification & Compensation Consultant. In this role, Ian supports our Labor Relations Practice Group, bringing a fresh client-first perspective to the firm, along with offerings in classification & compensation studies.
With a strong educational background and extensive experience in human resources management, Ian plays a pivotal role in supporting the labor negotiations process by analyzing statewide classification/compensation data and labor relation agreements to produce persuasive exhibits and verbal argument support.

Prior to joining Liebert Cassidy Whitmore, Ian served as a Human Resources Manager at an Orange County-based water district. In this role, a primary focus was compiling, analyzing, and presenting crucial data for effective labor negotiations to ensure a motivated and productive workforce. His responsibilities also included leading and managing the operations of a centralized HR Department, coaching and counseling supervisors on performance management, investigating and writing employee disciplinary action notices, overseeing the marketing and renewal of annual insurance plans, and communicating organization-wide workforce messaging.
Ian earned a Master’s Degree in Public Administration from California State University, Long Beach. As an undergraduate, Ian attended the University of Arizona, Eller College of Management, where he earned a Bachelor’s Degree in Business Administration. Ian also holds a PSHRA IPMA-SCP certification, (Public Sector HR Association International Public Management Association – Senior Certified Professional) earned in 2023.
