On August 30, 2026, the California Legislature passed Senate Bill (“SB”) 1083. The bill now awaits the Governor’s signature. If signed, the bill would take effect January 1, 2027.
SB 1083 would give California private schools greater flexibility to choose who provides their mandated reporter training. Current law requires private schools to use the state’s online training module or an equivalent alternative module approved by the school’s liability insurance provider. Under SB 1083, the school’s governing authority would approve the alternative module. The alternative training would need to meet SB 848’s requirements and the annual training and completion-tracking requirements would remain in place.
SB 1083 would also revise private schools’ obligations concerning employee misconduct investigations, hiring and prior-employer inquiries, the statewide data system, record preservation, and contractors. LCW will provide more detailed guidance on these changes if the Governor signs the bill.
