Ian M. Morgan has dedicated his career to serving public agencies throughout California. A seasoned professional in classification, compensation, and workforce strategy, he currently serves as a Classification & Compensation Consultant in the Los Angeles office of Liebert Cassidy Whitmore (LCW). In this role, Ian applies his practical and technical expertise to help agencies strengthen recruitment, retention, and workforce alignment through carefully designed classification and compensation solutions.
Since joining LCW, Ian has played a pivotal role in aligning position allocations with purposefully designed classification structures and setting reasonable, competitive compensation that meets labor market demands while supporting successful collective bargaining. His approach is grounded in an inclusive classification analysis process that incorporates stakeholder perspectives at every stage, coupled with a forward-thinking methodology for total compensation comparison to define an agency’s competitive market position. Through this work, Ian delivers public agencies definitive reclassification analyses, newly updated classification specifications, and relevant comparable market compensation surveys.
Beyond consulting, Ian is a passionate and highly engaging presenter on public sector human resources topics. He regularly delivers trainings that equip current practitioners with practical tools and strategies to address classification, compensation, and workforce challenges. His presentations are known for blending technical depth with clear, actionable guidance that resonates with a wide range of audiences, from HR professionals to agency leadership teams.
Prior to joining LCW, Ian served as Human Resources Manager at Moulton Niguel Water District in Orange County, a publicly recognized agency celebrated for its award-winning workplace culture. In that role, his primary focus was to ensure a motivated and productive workforce through accurate classification, fair and competitive compensation, and collaborative labor relations. Ian also led and managed the operations of a centralized HR Department; coached and counseled supervisors on performance management; investigated and authored employee disciplinary action notices; oversaw the marketing and renewal of annual insurance plans; and managed the communication of organization-wide workforce messaging.
Ian began his career in public service as an Emergency Medical Technician with a private ambulance company serving the greater Los Angeles area, working alongside municipal fire and police personnel on the front lines of emergency medical situations. This experience gave him a lifelong appreciation for the realities faced by public safety professionals. He later transitioned into an administrative role for the City of Laguna Beach, where he served in the City Manager’s Office and developed a deeper understanding of municipal operations and public service administration.
Ian holds a Master’s Degree in Public Administration from California State University, Long Beach, and a Bachelor’s Degree in Business Administration from the University of Arizona, Eller College of Management. He also earned the PSHRA IPMA-SCP certification (Public Sector HR Association International Public Management Association – Senior Certified Professional), underscoring his commitment to excellence in public sector HR practice.
