Scott Fera is Senior Counsel in the Sacramento office of Liebert Cassidy Whitmore. He advises California cities, counties, special districts, higher education institutions, and nonprofit organizations on governance, contracts, and labor and employment law, including employee discipline, wage and hour compliance, accommodations, harassment and discrimination prevention, and protected leave. Known for his personable client care and compassion in handling difficult employment situations, Scott partners closely with clients to find practical solutions that balance compliance, accountability, and with sensitivity to unique workplace dynamics.
A member of LCW’s investigations practice group, Scott conducts and oversees complex workplace investigations (including POBR and FBOR), represents agencies in Skelly hearings and administrative proceedings, and advises on labor relations matters. He is also highly sought after as a presenter, frequently delivering in‑person trainings, webinars, and conference sessions on harassment prevention, investigations, Title IX/Title 5, workplace violence prevention, performance management, and supervisor best practices. He believes that strong leadership development builds effective workplaces with high morale to recruit and retain top talent.
Before joining LCW, Scott held senior counsel and leadership roles in higher education, nonprofit, and public agency settings – including serving as General Counsel at Jessup University, Senior Counsel/Interim General Counsel at Educational Media Foundation, Senior Corporate Attorney for Brotherhood Mutual Insurance Company, and as a litigator and Deputy County Counsel for Sacramento County. He is also an adjunct faculty member at Jessup University – teaching courses in constitutional law, ethics, and communication.
Scott earned his J.D. from Pepperdine University School of Law and his B.A. in Economics from the University of Michigan. He is admitted to practice in California and Florida.
